There are strict legal thresholds in terms of voter turnout that must be met in respect of any statutory industrial action ballot in state-funded schools:

• at least 50% of those entitled to vote must turn out in all industrial action ballots;

• the majority of those who actually vote must vote yes; and

• in ballots where the majority of those entitled to vote are engaged in the provision of important public services, at least 40% of those entitled to vote in the ballot must vote yes.
