The Conditions of Service for teachers in Wales in residential settings are determined by the Joint Negotiating Committee for Teachers in Residential Establishments (JNCTRE). Terms, conditions and pay scales have traditionally been set out in the JNCTRE Report, also known as the Orange Book. In September 2007 agreement was reached at the JNCTRE that terms, conditions and pay for teachers in residential children’s services establishments and in residential special schools would be the same as those for teachers in maintained schools in Wales and which are set out in the School Teachers' Pay and Conditions Document (STPCD) and the Conditions of Service for School Teachers in England and Wales, commonly known as the ‘Burgundy Book’. Further details of the School Teachers' Pay and Conditions Document and the Conditions of Service for School Teachers in England and Wales can be found in the Maintained Schools section of this website. The NASUWT also provides information and advice on Teachers' in Residential Establishments Pay.

Residential Special Schools

Basic terms and conditions for teachers who work in residential special schools fall within the scope of the School Teachers' Pay and Conditions Document (STPCD) and the Conditions of Service for School Teachers in England and Wales. This is the case except where the JNCTRE Report specifies that particular provisions do not apply to teachers in residential special schools, which largely concern the fact that specific allowances paid to teachers in the sector are to be retained.

Social Service Establishments

The September 2007 JNCTRE agreement established that all provisions of the School Teachers' Pay and Conditions Document and the Conditions of Service for School Teachers in England and Wales apply to teachers employed in local authority maintained residential children’s/social services establishments. This is the case except where the JNCTRE Report specifies that particular provisions do not apply to teachers in children’s/social services establishments, which largely concern the fact that specific allowances paid to teachers in the sector are to be retained.
